| Abstract: | In 1780, Massachusetts Government innovated Inflation Index bond, as the guerdon to comfort soldiers and to maintain the army effectiveness. But the effect was limited. This paper reviews the innovation process of this bond, analyzes the reasons of the failure and the solution. |
