| 摘 要： | 努力拓宽融资渠道，坚持筹融资主体多元化是交通运输部李盛霖部长在2009年全国交通运输工作会议上提出加快交通基础设施建设要求措施之一。公路BOT融资项目的运行和政府监督在我国属于探索阶段，本文在充分肯定其优越性的同时，通过对我国公路BOT融资项目实施、监管现状的分析、研究，提出具有针对性的、可供操作的加强政府对公路BOT融资项目监管的措施和建议。

| Abstract: | Mr. Li Shingling, Minister of the Ministry of communications and transportation,put forward to widen the financing channel and to insist on the diversification of the financing part as one of the measures to speed up the infrastructure construction on the working conference of national communications and transportation in 2009. However,the operation of the highway BOT projects and the government supervision is still at the initial stage in China. While confirming the advantages of the BOT projects,I have also suggested in this article some useful measures to strengthen the government supervision after analyzing and studying the current situation of the implementation and supervision of the BOT projects in China. |
