欧盟老成员国向新成员国开放劳动力市场浅析

内容提要劳动力市场的一体化是欧盟经济、社会一体化的重要组成部分,劳动力的跨国自由流动则是欧盟所追求的要素四大自由流动之一。随着欧盟的两次东扩,由于担心新成员国巨大的经济、社会差距带来对本国劳动力市场的冲击,老成员国依据各自的情况和判断,采取了限制或开放的不同态度。本文在介绍欧盟老成员国家各自态度的同时,归纳总结其成因,并分析了欧盟老成员国向新成员国开放劳动力市场已经和可能形成的影响。

Analysis on Old Member States of the EU Opening Labor Market to the New Ones

The integration of the Labor market is one important part of the whole economic and social integration of the EU.Free transnational movement inside the union is also one of the four free movements of factors as EU's essential goal.After two enlargements to the east,the old Member States showed their diverse attitude on the domestic labor market-opening to the new ones,in accordance with their own realistic conditions.The countries refusing to open their labor market at present mainly worry about the potential negative impact of the large gap between the Old and other new countries in the field of economy and society on the domestic market.This paper consists of the introduction of different kinds of attitude among different old Member States,the analysis on the reasons of such attitude,and finally the practical as well as potential impact of the opening.
