| Abstract: | The author analyzes the optimizing upgrading factors. On the basis of it, the countermeasures of the structure adjustment and optimizing upgrading are proposed, which includes the aspects of resources structure adjustment, market structure adjustment, industry structure adjustment, regional structure adjustment and organization structure adjustment. |
