Introduction: Policy and prophecy in the Five-Year Outlook on Science and Technology

The efforts of the National Science Foundation to gather inputs to and commentary on the Five-Year Outlook are recounted. The respective roles of the National Academy of Sciences and the Office of Science and Technology Policy are discussed, as is the change in approach to the Outlook, and to science policy in general, between the Carter and Reagan administrations.
