新农村背景下的土地市场供应模式创新探讨——基于佛山市龙江镇调研的思考

土地作为农民最重要的生产、生活资料,是新农村建设过程中的重要载体,土地市场供应模式的创新也成为新农村建设中的重要环节。针对土地二元化产权特征带来的问题,学者们普遍建议通过建立城乡统一的土地市场模式来促进新农村的发展,政府在部分地区也进行了试点工作。但是,从实际效果来看,城乡统一的市场模式并没有真正建立起来。本文以广东省佛山市顺德区龙江镇为例,对城乡土地市场的运行现状进行分析,针对现有问题,从支持条件、约束保障条件分析入手,构建了包含政府宏观调控管理层面、市场运行层面、监督层面的城乡土地市场供应的创新模式。

Probing into land market supply mode's innovation under the background of new countryside construction——thinking base on Fushan city Longjian town's investigation

New socialist countryside drive is our important mission of this stage,including agriculture,construction,land management etc.Land is the carrier of new socialist countryside drive as it is the most significant factor for farmers,and the innovation of land market supply becomes more important.According to the problems brought by the binary property right of land,scholars suggested to establish a uniform market.But in fact,it hasn't been created from now on.This paper studied current problems of land market in Long Jiang,and analyzed the uniform model from its support and restriction.Finally,the author brings forward an innovation model with government management,market circulation and intendance.
