土地制度历来是中国农村变革的关键,人地矛盾是农村土地制度创新必须解决的根本性矛盾.发达国家农村土地制度变迁的基本经验表明,产权清晰界定和规模经营是化解人地矛盾的两个重要途径.土地改革、农村合作化和家庭承包制三次农地制度变迁未能根本化解人地矛盾,其原因在于我们没有将这两个途径有机结合起来.实现农地产权到户,是下一步中国农地制度变迁的政策选择.

Resolving the Population-land Contradiction: The Key to Innovating on Rural Land System

Land system has always been the key to rural transformation, and population-land contradiction the fundamental contradiction which has to be resolved in innovating on rural land system. The basic experience of changes in rural land system in developed countries indicates that clearly-defined property rights and large.scale operation are two important channels of resolving the population-land contradiction. Three changes in rural land system-land reform, ~ral cooperative system and household responsibility system-have failed to solve the contradiction fundamentally. The reason is that we have not combined these two means organically. Household Ownership of property rights is the policy choice for future transformation of rural land system.
