| 摘 要： | "十二五"期间是北京进入后工业社会、转变发展方式、发展低碳经济的关键时期,也是北京完善低碳市场机制的重要机遇期.低碳发展带来的全球交流和合作是当前国际合作的一个热点.要积极推进首都北京低碳发展的国际合作,提升其国际竞争力.北京市民履行植树义务可购买碳汇,有利于国内碳交易市场机制的建立.碳金融将成为低碳经济的战略制高点,要积极构建北京市碳金融体系,推进碳交易人民币计价的国际化进程.鼓励创新,借助低碳技术提升产品竞争力.要学习借鉴国外城市的成功经验,建立诚信社会管理机制;充分发挥志愿者、义工与"非营利组织"的积极作用,提升首都北京的国际化水平.
