省级政府数据开放平台建设水平的影响因素及组态分析

政府数据开放平台建设水平是直接关系到政府数据开放成效的重要因素，研究政府数据开放平台建设水平的影响因素及组态具有重要意义。基于政府数据开放生态理论，构建包括数据质量、政府资金支持、公众需求、技术人才保障、政府政策支持以及数据利用度在内的6个条件变量，采用模糊集定性比较分析方法(fsQCA)对15个省级政府数据开放平台建设水平的影响因素及组态进行分析。政府数据开放平台建设水平的高低受到数据质量、政府资金支持等多个因素的共同影响，我国政府数据开放平台建设水平的影响机制可以分为政策与数据联动型、数据与环境联动型以及全要素驱动型3种不同的影响机制，不同的省份可以采取相应机制因地制宜提高本省政府数据开放平台建设水平。

The Influencing Factors and Configuration Analysis of Provincial Government Data Open Platform Construction Level

The construction level of government data open platform is an important factor directly related to the effectiveness of government data open platform. It is of great significance to study the influencing factors and configuration of the construction level of government data open platform.Based on the ecological theory of government data openness, six conditional variables including data quality, government financial support, public demand, technical personnel security, government policy support and data utilization were constructed.The fuzzy set qualitative comparative analysis method (FSQCA) was used to analyze the influencing factors and configuration of the construction level of data open platform of 15 provincial governments.The level of government data open platform construction is jointly affected by multiple factors such as data quality and government financial support.The influence mechanism of the construction level of government data open platform can be divided into three different influence mechanisms: policy-data linkage, data-environment linkage and all-factor driven. Different provinces can adopt corresponding influence mechanism to improve the construction level of government data open platform according to local conditions.
