On the Choice of Promotion Mechanism to Develop Circular Economy in Xinjiang

Developing circular economy needs proper regulations from the government in Xinjiang.However,under the market economy condition,government regulations should focus on indirect macroscopic management,reduce the direct micromanagement as much as possible.And what's more,government regulations should be implemented legally.Beneficial administrative act,as a way of government regulations,meets the need to develop circular economy in Xinjiang.Therefore,beneficial administrative act should be viewed as the main promotion mechanism to enlarge its utilization.
