| 摘 要： | 环境保护是具有强外部性的投资,需要政府伸出“有形之手”来承担起治理污染和保护环境的重任。本文首先指出了政府应该在环境保护中所起的作用,然后分析了我国环境保护体制中中央和地方两级政府行为不一致的现象。通过对这一问题的理论和模型分析,得出环境保护的地方政府失灵的结论,并在此基础上进行了深刻的反思,最后提出了在我国环境管理体制中引入第三方———非政府组织的一个初步的设想。
