江南水乡区域合理水价模式探讨——以浙江省为例

以浙江省为例,从分析水价的现状入手,提出了现行水价中存在的主要问题,通过对水价组成及执行机制的阐述,以及政府投资、污水综合利用和排污权交易三个方面与环境水价的关系分析,对建立江南水乡区域合理水价模式提出了建议:实行以污水处理费为保证的排污权交易制度,同时逐步减少政府对污水处理厂建设、运营的投资,同时加大污水回用力度,着重从环境水价等机制上形成合理的水价模式。

Dissusion on rational water price mode for lake and river regions of south of Yangtze River:With Zhejiang Province taken as an example

The current situation of water price was analyzed for Zhejiang Province, and main problems existing were pointed out. By explication of the composition of the three-part water price, the mechanism of its implementation and the relationships between the government investment, reuse of wastewater, transaction between rights of wastewater discharge, and environmental water price, some suggestions were made for the development of a rational water price mode, especially for the environmental water price, for the lake and river regions of south of the Yangtze River, i.e. to implement the regulation for transaction between rights of wastewater discharge under the guarantee of charge for wastewater treatment, to decrease the government investment in construction and operation of sewage treatment plants, and to strengthen the reuse of wastewater.
