对提高河北省农业综合生产能力的探讨

2004年,河北省的农业开始走出连续五年徘徊不前的阴影,呈现出了良好的发展势头.但是,农业基础设施薄弱、耕地减少、生态环境质量下降、机械化水平低、经营粗放、技术开发和推广与服务体系不健全、农民素质低等问题依然十分突出,不仅使得农业综合生产能力难以提高,而且还严重威胁到了全省农业的持续、稳定发展.因此,我们应通过加强农业基础设施和生态环境建设,保护耕地,发展生态农业,提高农业生产的现代化水平,提高农业的科技含量,加强人力资源开放等措施,提高农业综合生产能力.

Reflections on Countermeasures for Improving Comprehensive Capacity of Agricultural Production in Hebei Province

In 2004, with the emerging tendency of bright future, sector of agriculture in Hebei Province has shaken out the continuous shadow of waver which lasts 5 years. But due to some of very projecting problems, such as weak of fundamental installation, reducing cultivated land, worsening of the ecological environment, low level of the mechanize, increasing use of land to expend production, imperfect service system for development and popularization of technology, less educated peasant and so on, the obstructions of above, they do not only hinder the improvement of comprehensive capacity of agricultural production, but also endanger the continuous and steady development of the sector in whole province. This article puts forward countermeasures against the existing problems for improving the ability of comprehensive capacity of agricultural production in Hebei Province.
