In this article,by analyzing the urbanization and the characteristic and the tendency of land using in the coastal economic zone, and according to the difficulty and question in new general land use planning, so the author put forward some proposals and solution which is how to process the economical development and the farming protection, the basic data of land use planning, the land use planning and the urban planning, population base, plan elasticity and rigidity, and so on.
