| 摘 要： | 西部地区资本形成不足，关键在于其经济发展一直受到资本（尤其是民间资本）来源的强烈约束。尽管近几年西部地区投资增幅明显上升，但一定程度上得益于政府投资的拉动，国有投资比重仍然偏高。与东部地区比较，西部地区的投资环境并没有优势，对民间资金的投资引诱不足。西部靠中央政府大规模投资拉动经济发展已不可持续，必须通过利益导向、法制保障、政策创新、社会服务体系创新等方面的一系列机制创新来增强吸引民间投资的能力，进而增强自身的发展能力。
