摘    要:研究目的:耦合行动者网络理论(ANT)和“结构—过程—结果”理论(SPO),探索适用于全域土地综合整治的绩效评价体系,为新时期土地整治转型背景下的管理决策提供参考。研究方法:行动者网络理论、“结构—过程—结果”理论。研究结果:(1)ANT可对主体多元且机制复杂的全域土地综合整治进行有效解析,SPO可基于过程逻辑实现对全域土地综合整治全流程的合理划分,耦合两种方法可突破传统土地整治绩效评价工程属性及结果导向的局限性;(2)基于ANT与SPO理论的耦合分析结果,可构建涵盖结构支撑、过程实施及结果发挥维度的全域土地综合整治绩效评价体系;(3)实证研究表明试点绩效处于良好等级,但结构支撑和过程实施维度的支撑作用仍较为薄弱,结果发挥维度的潜力有待挖掘。评价结果反映了试点在设计建设、主体参与、阶段性效益等方面的优势,以及制度建设、风貌维持等方面的问题,可为后续反馈优化提供参考。研究结论:通过耦合ANT-SPO理论明确了全域土地综合整治绩效评价的内涵、方法与体系,未来应从理论、技术、应用等层面深化全域土地综合整治绩效评价研究。

Empirical Study and Analysis of Performance Evaluation of Comprehensive Land Consolidation Coupled with ANT and SPO
Abstract:The purpose of this study is to combine the Actor Network Theory (ANT) and the Structure-Process-Outcome (SPO) theory to empirically investigate on the performance evaluation system applicable to comprehensive land consolidation, to provide reference for land management decision-making in the new era. The research methods include the Actor Network Theory (ANT) and the Structure-Process-Outcome (SPO) theory. The results indicate that: 1) ANT can effectively analyze the land consolidation with multiple subjects and complex mechanism. SPO can divide comprehensive land consolidation reasonably according to process logic. The coupling of the two methods can break the limitation of engineering attribute and result-orientation of traditional land consolidation performance evaluation. 2) Based on the coupling analysis results of ANT and SPO, a comprehensive land consolidation performance evaluation system can be built covering structural, process and result dimensions. 3) Taking the pilot project of comprehensive land consolidation as an example, the total scores are 76.72 points, which are in a good grade. The results reflect the advantages of engineering construction, subject participation, staged benefits, etc. It also reflects some disadvantages of policy construction, landscape protection and other aspects. In conclusion, this paper can provide references for further pilots in terms of optimization, management and supervision. In the future, we should continue to deepen research on the performance evaluation of comprehensive land consolidation in theory, technical and application aspects.
