| 摘 要： | 在创新驱动战略下,驱动经济发展的手段是创新。为实现创新型经济的目标,"硬创新"是根本,"软创新"是保障。创新驱动战略的驱动力是国家创新体系,应通过建立完善的国家创新体系为"硬创新"提高保障和激励,从而实现我国驱动创新战略。

| Abstract: | Under the condition of innovation-driven strategy, innovation is considered as a mean to drive economic development. To achieve the objectives of the innovation-model economy, ＂hard innovation＂ is the fundamental, and ＂software innovation＂ is guaranteed. Driving force of innovation-driven strategy is national innovation system; through the establishment of comprehensive national innovation system can we provide guarantee and incentives for ＂hard innovation＂, then we can achieve the innovation- driven strategy of Twelve-Five planning. |
