市场导向下的高新技术产业科技资源配置模式探索

摘    要:发挥市场在资源配置中的决定性作用是中国未来经济体制改革的核心。市场经济规律和科技资源配置的特殊性决定了应以市场为主导来推进高新技术产业科技资源配置。高新技术产业科技资源分散、条块分割管理和寻租现象突出,科技资源低效配置与浪费现象严重根源在于市场在资源配置中作用的弱化和政府地位的失当。文章认为,高新技术产业科技资源配置必须坚持以市场为导向,重点是要处理好政府和市场的关系,加快高新技术产业科技资源现代市场体系建设,完善市场、制度和文化相互作用机制,创建公平的科技资源配置市场竞争环境,提高资源配置效率。

Abstract:Market orientation plays a decisive role in the allocation of resources is the core of China's future economic system reform. The nature of market economy and the science and technology resource allocation determines that market should be taken as the leading factor to promote high-tech industry science and technology resources allocation. In high-tech industry, science and technology resources are scattered, fragmented management and rent-seeking is outstanding, the inefficient resource allocation and serious waste of science and technology resources are rooted in weakening market allocation and the government misconduct. According to the article, the science and technology resources allocation of high-tech industry must adhere to market-oriented, the key is to deal with the relationship between government and market properly, accelerate the construction of high-tech industry of the modem market system, improve the mechanism of the market, institutional and cultural interaction, and create a fair environment of science and technology resources allocation, improve the efficiency of resource allocation.
