改善中国低收入阶层生活境况对策研究

党的十八大报告指出:确保到2020年实现全面建成小康社会宏伟目标。国内生产总值和城乡居民人均收入比2010年翻一番。要完成全面建成小康社会的任务,我们必须把增加城乡居民收入,调节收入差距摆在更加突出的位置。特别是明显增加低收入者收入作为今后一段时期的调整收入分配关系政策取向,大力发展经济,增加就业机会,建立初次分配的公平机制,完善社会保障制度,让低收入阶层享受有尊严的生活。
