对民营资本参与国家石油商业储备模式的思考

文章以市场化理论为指导,通过分析、总结典型国家的石油商业储备运作经验,分析了我国石油商业储备、民营资本的现状和存在的主要问题,总结出由国家能源局主导,民营企业参与石油商业储备并由此获得有限利润的具体操作路径及方法。文章最后从中央政府、地方政府和民营企业三个层次在税务、监管、法律等方面提出了优化民营资本参与石油商业储备建设的建议。

On the Private Capital Participate in National Commercial Petroleum Reserves

This paper summarizes the operation experience of national commercial oil reserves in typical countries, and analyzes the main problems in the establishment of commercial oil reserves according to the present situation. Therefore, according to the central government, local government and private enterprise three levels, it proposes specific operation methods on how to build the commercial oil reserves. The suggestions on how to optimize the private capital in commercial oil reserves are put forward in aspects of taxation, financial matters, regulatory and infrastructure.
