论社会机构主导社会的生产和分配

社会机构主导社会生产和分配,目的是要更好地创造财富和更好地分配财富来保障人的生存和发展,终极目标是人的自由而全面发展。只有在社会生产资料全民所有或集体所有的情况下,社会机构基于人生存和发展的保障而主导社会生产成果的分配才能成为现实。社会机构(中央政府和各级地方政府机构)对社会分配的主导主要体现在确立对生产资料的管理权、确立对劳动力产权的代理关系和社会生产成果分配权的行使等方面。社会生产资料与劳动的结合由国家主导、中央政府和各级地方政府机构基于人生存和发展的保障主导社会生产和分配,是社会主义国家经济的本质,也是社会主义经济的核心问题。主导社会生产与分配就等同于主导人生存和发展的保障。基于人生存和发展保障的需要调控社会分配比例,就是从人生存和发展保障的需要来考虑给社会再生产(包括扩大再生产)、再生产的社会保障和劳动力再生产(人生存和发展)的保障角度来进行分配。人生存和发展保障的好坏决定着生产效率,如果长期忽视人生存和发展保障方面的分配,最终将不会得到社会想要的效率。社会生产与社会消费关系的调整对于真正保障每一个个人的生存和发展至关重要。

On the Social Production and Distribution Dominated by Social Organization

Social production and distribution is dominated by social organization. The purpose is to better create wealth and better make distribution of wealth to safeguard human survival and development, the ultimate goal is the free and comprehensive development of human beings. Only in the state ownership and collective ownership of the social achievement can the social organization based on human survival and development dominates the social production and distribution become a reality. The dominated role of social organization （including the central government and local governments at all levels） in social distribution mainly embodied in the establishment of production management, establish agency relationship of labor property rights and exercise of the achievements of social production. It is the essence of socialist country, also the core of socialist economy. To dominate the social production and distribution is the grantee the human survival and development. We have to make reasonable regulation of social distribution from the aspect of human own survival and development. If the distribution of the human survival and development are being ignored for a long term, we cannot get the social efficiency that we want. The adjustment of the social production and social consumption relations is very important to the survival and development of each individual.
