中国新型城镇化建设视野下高新区转型发展路径探索

高新区与城镇化发展相互促进,在推进新型城镇化建设中发挥着重要功能。以人为核心的新型城镇化建设要求高新区必须注入更多的人文因素、明确发展定位、增强发展规划的科学性和生态环境保护能力。文章认为,在未来发展中,高新区应构建多主体共赢的规划体系,增强与新型城镇化的协调发展能力;强化要素聚集功能,提升对新型城镇化建设的引领与带动能力;在推进高新区和新型城镇化联动发展中增强对人的生存与发展的保障力。

The Transition Development of High-tech Zone Under China＇s New Urbanization

High-teeh Zone and urbanization promote and develop mutually and both play an important role in the new urbanization. The human-oriented new urbanization requires the high-tech zone to put more cultural factors into the development, and make a clear understanding about its positioning, enforce its scientific nature in development and the protection of ecology environment. This paper considers that in the future, the high-tech zone should establish more and more win-win multi-agent system, and enhance coordination with the new urbanization development capacity; strengthening factor aggregation, enhance the construction of the new urbanization ability to lead and drive; promoting the joint development of high-tech zone and new urbanization, enhanced force protection for human survival and development.
