中国西部现代农业发展与小城镇建设思路探索

特殊的自然地理条件、薄弱的农村经济基础、滞后的小城镇建设步伐与复杂的历史文化背景成为西部城乡经济社会发展的重大制约与严峻挑战。西部农村城镇化进程中应探索适合区域经济社会发展特点的新模式,其基本建设思路是以现代农业发展为小城镇建设基础、以小城镇建设为现代农业发展载体,加快构建以先进的管理体制为前提、以完善的金融体系为保障、以健全的基础设施为基石和以农业与小城镇的特色文化为补充的西部小城镇体系。

The Construction of Small Towns and the Modern Agricultural Development in Western China

Special natural and geographical conditions, weak economic base in rural areas, the laggard construction of small towns and complexity of the historical and cultural background are the major constraints and challenges during the economic and social development of the western urban and rural areas. The western rural urbanization should be explored for the new model of economic and social development which fits the regional characteristics, the basic idea is that building the western small towns system. We must take the modem agricultural development as the basis of the small towns, the small towns for the carder of the development of the modem agriculture, the construction of an advanced management system as a prerequisite, a sound financial system for the protection, a sotmd infrastructure as the cornerstone, and the characteristic culture of the agriculture and small towns as the supplement.
