实现经济发展方式转变的制度安排

新制度经济学揭示了制度与经济发展的内在联系,是研究实现经济发展方式转变制度安排的理论基础。制度变迁对转变经济发展方式有其内在的作用机理,而我国现行制度安排对经济发展方式转变存在许多制约因素。因此,应从树立以人为本观念、切实转变政府职能、完善政绩考核制度、健全现代企业制度、推动科技体制创新、规范要素配置机制、深化财税制度改革等七个方面对实现中国经济发展方式转变的制度安排进行重构。
