| 摘 要： | 生产要素的价格扭曲，使我国产业结构畸形发展，不利于节能降耗和自主创新。以廉价生产要素投入的发展模式已不符合科学发展观要求，政府调整产业结构、推动经济发展方式转变，必须先理顺要素价格，正确处理好市场、企业和政府的主体功能作用、价格改革和抑制通胀、以及与财税制度改革的关系，及时推进要素价格改革，使我国经济由主要依靠增加生产要素投入向依靠科技进步、劳动者素质提高、管理创新的新型发展模式转变。推进过程中要统筹考虑价格改革的社会影响，采取循序渐进方式，做到成本低、震动小、效果好。
