公共危机管理体系建设是政府保证公众基本生存和安全的制度创新。在界定危机和公共危机的基础上,审视主流公共经济学的相关分析,提出政府应急管理活动的目标和标准是保证公众生存和安全;认为政府介入应急管理活动的边界是与个人、企业以及其他组织相互交织,政府在公共危机处理中的责任是协调社会各系统的行为。

Government Responsibility and Its Boundary in Emergency Management

The construction of public crisis management system is a system innovation of the government to ensure the basic survival and safety of the public.Based on the definition of crisis and public crisis,the authors put emphasis on the correlation analysis of the mainstream public economics,and propose that the purpose and the criteria of government emergency management activities is to secure the survival and safety of the public;the boundary for the government to get into the activities is to work together with individuals,enterprises and other organizations.The responsibility of the government to deal with public crisis is to coordinate the behaviors of different social systems.
