关于新建本科院校制度建设的探讨

新建本科院校作为我国高等教育大众化背景下出现的一种新的高校类型正处在探索创新的发展阶段。新建本科院校在升格后，更换校名仅仅是穿了本科的“外衣”，而制度建设才是内涵升格的内在要求，以制度引领教职工的本科教学管理行为则是升本的实质所在。全面构建新建本科院校的制度体系（尤其是校内管理体系）则是这一类院校的当务之急。论文就新建本科院校校内制度建设过程中所存在的问题与对策进行了探讨。．

Discussion on institution construction in newly-upgraded universities

Newly-upgraded university,as a new type of university that are appeared in higher education are under developing period of exploration and innovation.Having taken on a new cover of undergraduate education when replacing their names upon upgrading,such new universities need to upgrade their inner meaning by means of institution construction,where its substance is to establish perfect institutions to shape teachers′teaching method and staffs′administering mode.So the urgent need is to form all-round institutions,especially the inner management system.This paper discusses the problems and countermeasures under the institution construction.
