论清末湖北地方政府军政外债的影响

清末，湖北地方政府为弥补财政亏空举借了各种用途的军政外债共10笔，这些外债对债权方和湖北地区均产生了双重影响，体现了外债的二重性。对债权国而言，各帝国主义国家为获得湖北债务的放贷权而矛盾加剧，同时，他们通过对湖北放贷以拉拢、扶植自己的势力，从多方面向湖北地区渗透和扩张；对湖北地区而言，这些军政外债既带有明显的“恶债”性质，又是湖北利用外资的一种形式。

Discussion on the influence of the external debt of Hubei local military government in the late Qing dynasty

In the late Qing dynasty,Hubei local government borrowed ten kinds of debts,which had profound influence on both creditors and the debtors.For creditors,the capitalist countries competed fiercely for each other in order to gain the lending power;and they roped and expanded their own forces by lending debts to Hubei.For the debtor Hubei,the military external debts had the characters of "villainous debts",but were the ways to make use of foreign capitals.
