| 摘 要： | 实行“分类经营”以来,将商品林纳入市场进行经营管理基本上已经得到了人们的共识,但对公益林的经营目前尚无一定论。本文指出公益林所生产的环境产品具有公共物品性,并从市场的局限性、产权理论、需求理论等角度对其进行深入分析,认为应由政府担任公益林的主要供给主体。

| Abstract: | After implementing classifiable operation,it's agreed universally that operating economic forest in market,but not agreed universally that bring publicforest into government or market.The text remarks that public forest is public-goods,and analyses it with limited character of market,property right theory,require theory and so on.The text shows that government should be main apply body of public forest. |
