证券监管的界限研究——成本收益的视角

证券监管应该考虑成本与收益,证券监管的成本包括直接成本与间接成本。在监管过程中应根据成本和收益的比值来确定监管的边界。我国目前监管范围过宽,增加了监管成本,减少了监管收益,从而影响到监管的效率,应该改变监管方式,进行重点监管。同时为了保证监管的效率,也要从效率和行为方面对监管者进行一定的监督。
