关于中国城镇化进程的反思

我国在"九五"和"十五"期间,特别是"十五"期间提出"要不失时机地加快城镇化的发展",使本来已处于快速发展的城镇化进一步地加速,导致城镇化在一定程度上出现了冒进的态势.城镇化的冒进带来以下危害:城市建成区的急剧扩张与耕地减少;引发严重的资源环境问题;土地城镇化大大快于人口城镇化;致使城乡之间发展不够协调.因此,我国城镇化必须根据我国国情,遵循循序渐进的原则;城镇化的发展必须和产业发展及就业岗位增加相适应;走健康城镇化与新农村建设相结合的道路;突破基于经济理性城镇化的局限性;城镇化发展要实现三个统一,即必须注重表征和内涵的统一,工具理性与价值理性的统一,公平与效率的统一.
