| 摘 要： | 农村五保老人是老年人中最弱势的群体,中央和地方一直很重视农村五保老人的社会救助工作。我国农村五保供养制度历经58年的发展和完善,基本能够保障五保老人的物质需求,但他们的住房保障和精神需求仍是薄弱环节。基于2014年3月对福建省F市L县B村、S村、P村的"慈善助老安居楼"项目的实地调查,通过访谈法和观察法收集到第一手资料并进行分析,就该项目慈善救助的形式、内容以及产生的社会效益进行阐述并作进一步的讨论。

| Abstract: | The Rural‐Five‐Guarantees‐Elderly is one of the most vulnerable groups among the senior groups in China .China’s central and local governments have always been putting in effort to improve the social assistance quality for rural‐five‐guarantees‐elderlies . After 58 years of development and improvement ,w hile the Rural Five Guarantees System has been able to ensure the survival needs of rural elderlies ,the ability to satisfy the elderlies’ housing and spiritual needs is still its w eakness . Based on the analysis on primary data gathered in March ,2014 ,through observations and interviews at Charitable Residence f or Elderlies in B Village ,S Village and P Village in L County ,F City ,Fujian Province ,this research paper elaborates and discusses the Rural Five Guarantees System’ s forms , contents ,and prospected social benefits . |
