苏丹南北分离考验中国企业应对挑战的能力

2月7日,苏丹南部地区公投最终结果公布,98.83%的选民支持南部地区从苏丹分离,南部地区临时政府将于2011年7月9日正式成立南苏丹国。苏丹南北分离已成定局,而合理分配石油利益是苏丹和平稳定的关键所在。苏丹南北分离后,中国石油企业将面临西方资本涌入、市场格局重塑的新挑战。为此,中国石油企业应从发展与非洲国家长期合作的整体利益出发,处理好与苏丹的合作关系,执行好现有的石油合同,做好重新谈判石油合同的准备,对苏丹南北分离的复杂性有足够的思想准备,力促苏丹和平发展。

Sudan's north-south demarcation's test of the ability of Chinese enterprises to cope with challenges

On February 7th the final result of the secession referendum in southern Sudan was released,which was that 98.83% of voters supported independence from the north,and that the new Republic of South Sudan will be formally established by the interim government on July 9th, 2011.The division of Sudan is done,but meeting the key challenge of maintaining peace and stability depends on reasonable resource allocation to various oil interests.After independence China’s petroleum enterprises will face new challenges from Western capital inflow and reconfiguration of the market.Therefore China’s petroleum enterprises should develop increased long-term cooperation with African countries on the basis of overall interest,adjust their relationship with Sudan,and carry out existing oil contracts but be prepared to renegotiate some of them.They should also adjust to the complexity of the devolution,and pursue peaceful development of the Sudans.
