增加农民收入的路径探索——农村剩余劳动力转移及其政策选择

能否实现农民收入的稳定增长,不仅关系到农业与农村的发展与稳定,更关系到全面建设小康社会战略的实现。近年来,农民收入增长缓慢已成为突出的社会问题。要改变这一状况,根本的解决方法是实现农村剩余劳动力向非农产业的转移。而在这一过程中关键是要消除制约农村劳动力转移的各种障碍,如政府的政策限制,农村较低的人力资源水平等,从而实现劳动力的合理有效流动。

Approaches to Increase Farmers' Income: Transferring of Surplus Labor Force and Policy Choice in Rural Area

The stable increase of farmers' income is the key both to the development and stability of agriculture and countryside and to the reaching of the strategic goal of building a well-off society.However,the slack increase of farmers' income in recent years has become a distinct social problem.The fundamental solution to this problem is to transfer the surplus labor force in the countryside to the non-agricultural industries.In such process it is particularly important to remove the various barriers restricting the transfer,such as government policy restrictions and low human resources level in the country side,so as to realize the rational turnover of labor forces.
