基于熵权灰靶模型的湖南省工业企业科技创新能力评价

摘    要:工业企业已成为创新的重要主体,随着企业创新的不断深入,工业企业科技创新能力不断提升。结合熵权法和灰靶模型,以湖南省工业企业为研究对象,研究2011-2017年期间工业企业科技创新能力的发展情况及影响因素,研究得出湖南省工业企业科技创新能力不断提升,并呈现前期慢、后期快的特点,其中新产品销售情况及创新投入对企业科技创新能力的拉动作用明显,开展R&D活动的活跃度和有效发明专利产出水平有待进一步提升,根据研究中发现的问题提出了构建多元化创新投入体系、健全知识产权保护制度、优化科技创新环境的建议。

Evaluation of Scientific and Technological Innovation Ability of Industrial Enterprises in Hunan Province Based on Entropy Grey Target Model
Abstract:Industrial enterprises have become an important subject of innovation. With the continuous deepening of enterprise innovation, the technological innovation capability of industrial enterprises has been continuously improved. Combining the entropy weight method and the gray target model, this paper takes the industrial enterprises in Hunan Province as the research object, and studies the development and influencing factors of the technological innovation capability of industrial enterprises during the period of 2011-2017. It is concluded that the technological innovation capability of industrial enterprises in Hunan Province is continuously improved. It also shows the characteristics of slow and early stage, in which the sales situation of new products and the investment of innovation have obvious effects on the technological innovation ability of enterprises. The activity of R&D activities and the level of effective invention patents need to be further improved, according to the findings found in the research. The problem puts forward suggestions for constructing a diversified innovation input system, improving the intellectual property protection system, and optimizing the environment for scientific and technological innovation.
