地方研究院建设中高校与当地政府的关系研究

地方研究院成为高校服务地方经济发展的重要模式，也是“政产学研”的一种有效途径，但目前地方研究院在实践中面临各种问题。针对地方研究院发展中面临的地方政府与高校两者之间在发展目标、功能定位、合作机制、运行机制等方面存在的问题，借鉴国外的案例，对地方研究院的功能定位、运行机制、管理机制等进行了初步探索，并提出相应的建议，为使地方研究院的建设成为一项由高校与地方政府共同推动的双赢事业提供有益参考。

Explore the Relationship between the Government and the University on Construction of the University Local Research Institute

Local research institutes have beco me an important mode for the local economic development by government-universitythe cooperation.The problems existing in the development goals, functional orientation, cooperation mechanism, and operational mechanism between local governments and universities in operating local research institutes was discussed. The management mechanism has been initially explored, and corresponding suggestions are put forward to provide a useful reference for further promoting the sustainable development of local research institutes on the basis of the foreign cases.
