| 摘 要： | 通过分析总结我国国家级应急预案体系的结构特点，提出了一种应急预案体系构建的两维度方法，该方法具有结构清晰、覆盖完整等特点，能较好地满足预案体系构建中的“横向到边，纵向到底”的要求。

| Abstract: | Through analyzing the structural characteristics of the state emergency planning system in China,the paper proposes a 2D approach to constructing the emergency planning system which,distinguished by its clear-cut structure and full-set coverage,is capable of meeting the requirement of breadthwise to the edge and lengthwise to the bottom in constructing preplanning systems. |
