自由发展观视角下的少数民族城市化

文章以阿马蒂亚·森的发展理论为基础，探讨了少数民族城市化与少数民族实质性自由及民族发展的相互联系性。从实质性自由的内涵出发，分析了城市化对于少数民族实质性自由扩展所具有的构建性意义，以及对于少数民族就业、教育、健康等方面可行能力的发展所起到的工具性作用；指出少数民族可行能力的缺乏是城市化发展缓慢的主要原因，并讨论了扩展少数民族实质性自由以促进城市化进程的若干制度安排。

Based on Amartya Sen's development theory, the relationship between the urbanization and the development of the ethnic minorities is analyzed.
