| 摘 要： | 官员是在社会中有着特殊地位的人。其行为首先要依赖道德自律的调节。但仅此是不够的，更重要的是要加强制度伦理建设，也就是建立一个约束官员的社会机制来约束官员作为一个群体的代表的行动。而现实中由伦理精神向制度结构的转化方面还存在诸多问题，这就使得制度伦理建设成为当前官员道德建设的关键。

| Abstract: | The behavior of officials should first be regulated by their self-discipline of morality,since they are of specific social position.But this is not enough,as it is more important to strengthen the construction of system and ethic,i.e.to establish a social restriction mechanism to restrict the officials' behavior.But in reality,there exist many problems in the process of transforming ethic spirit to systemic structure,and that's why the construction of system and ethic presently becomes the crux of building official's morality. |
