| Abstract: | The domain of project construction can be considered as one of the key fields that is characteristics of the sig-nificant relationship between the public authority and market economy, and the multiple and susceptibility related to the clean and honest administration, among which there exist more of that administration risks in the procedures of tendering and bidding. It is hence necessary to strengthen the management of prevention and control against the owners and bidders, experts for evaluation, departments of discipline inspection and supervision, and agencies of tendering for the guarantee of the openness, fairness and Justice as well as that administration in that Droeedures. |
