论社会和谐稳定与社会保障制度建设——以湖北省为例

摘要：加强社会保障制度建设有利于社会的和谐稳定，各国的社会保障实践已充分证明了这一点。当前湖北省在社会保障制度建设方面取得了较大的成绩，但仍然存在着一些问题。针对这些问题提出以下建议：继续扩大社会保险的覆盖面；完善城乡居民社会养老保险缴费激励机制；做好基本养老、医疗保险的“调待”工作；打破养老金双轨制，整合现有社会养老保险制度；提高社会保险的统筹层次；探索社会保险基金的投资办法；加强社会保障信息化建设；尽快出台城乡养老保险制度衔接办法；完善社会救助体系，健全城乡低保制度等。

On the Social Harmony and Stability and the Construction of Social Security System--taking Hubei Province for example

Strengthening the construction of social security system is conducive to social harmony and stability, and international social security practice has fully proved this point. In the current the construction of social security system in Hubei Province has made great achievements, but there are still some problems. To these problems it gives the following recommendations： to continue to expand the coverage of social insurance; to improve the payment incentives of urban and rural residents＇ social old - age insurance; to do a good job for the benefits adjustment of basic old- age insurance and basic medical insurance; to break the two -track pension system and integrate the existing social old - age insurance system ; to improve the overall level of social insurance ; ~o explore the social insurance funds＇ investment approaches; to strengthen the informationization construction for social security; to issue the convergence approaches for urban and rural pension insurance systems as soon as possible; to improve the social assistance system and improve the urban and rural subsistence allowances system.
