财政支农支出对我国农业经济增长影响的研究——对1999-2003年农业生产贡献率的实证分析

农业是我国的基础产业,农业的发展需要财政的支持。本文利用C-D生产函数框架对1999-2003年我国各省农业经济增长的面板数据进行实证分析。研究发现,地方财政支农支出确实有利于农业经济增长,其产出弹性系数为0.13;且有大约30%的农业经济增长是靠财政支农支出推动的。与其他要素相比,财政支农支出的平均贡献率占着重要地位。从全国范围来看,它位居第二。从农业在地区产业竞争优势与否来看,财政支农支出的平均贡献率在农业劣势地区高达63%,位居第一,在农业优势地区仅11%,位居第二。

A Research on the Effect of Fiscal Expenditure for Supporting Agriculture to Promoting Agricultural Economic Growth: An Empirical Analysis on Agriculture Production Contribution Ratio from 1999 to 2003

Agriculture is the base of national economy,and its development need the support by the fiscal expenditure.This paper constructs a production function model with agriculture based on panel data from 1999 to 2003.The empirical outcome shows that the fiscal expenditure for supporting agriculture is helpful to agricultural economic growth.During the years,its output elasticity is 0.13 and its contribution ratio is almost 30%,which ranks second among four factors production contribution ratio.Provinces are divided into the advantaged regions and the disadvantaged regions according to agriculture advantage in province competition.Fiscal expenditure is the most important agriculture economic growth factor in the agriculture disadvantaged regions,and the second most important in the agriculture advantaged regions
