信息约束、激励冲突与银行监管制度调整

摘    要:20世纪70年代以来,如何对银行进行有效的监管是世界各国政府与金融界面临的共同问题,特别是巴林银行的倒闭更是为银行监管问题敲响了警钟。本文通过实证分析认为,我国目前的银行监管制度虽然有很大的改进,但其效果依然不尽人意,并从信息约束、激励冲突等方面对其原因进行了分析。在此基础上,提出了从强化信息约束、增加监管的透明度、建立监管者的激励与问责制等方面对银行监管制度进行调整的基本思路。

Abstract:It is a common problem that the government all around the world and financial circle had faced since the seventies of the 20th century how to carry on effective supervision to the bank. Under this background, this text has poor efficiency phenomena of supervising to analyse and draw our country's present bank supervisory system through the real example, restrain from information from , encourage conflict respect not to analyse to his reason. On this basis, it proposes to be should from strengthen information restrain , increase transparency and encouragement to set up person who supervise that supervise and ask responsibility system between respect and bank supervisory system adjust.
