| 摘 要： | 清朝末年,中国传统的财政体制在社会经济的激变中开始了艰难的近代转型.财政体制的转型推动着中国财政思想的近代化演进,西方近代预算思想在中国的传播与运用和中央与地方财政分权思想的产生与发展成为当时财政思想近代转型的主要标志.
