农业生产托管:农业服务规模经营的主要形式

我国农业发展已经进入机械化和规模化的新时代,探索形成符合中国实际的适度规模经营路径是当前的重要任务。从实践看,发展规模经营有两条路径,一是土地规模经营,在这一模式下,由于土地流转费较高和因各种因素导致的土地流转期限不稳定,对于粮食等低附加值大宗农产品会形成较大的经营风险和远期风险;二是服务规模经营,在实践中服务规模经营的主要形式是农业生产托管,服务规模经营是农业生产性服务业充分发展的结果,这种模式能显著降低农业生产经营成本,相比较而言能够避免土地规模经营带来的风险,应当予以重视支持。

Agricultural Production Trusteeship: the main form of scale management of agricultural services

The development of China’s agriculture has entered a new era of mechanization and scale operation, and it is an important task to explore and form a suitable scale operation path corresponding with China’s reality. In practice, there are two ways to develop scale operation:the first one is land scale operation. Due to the high land transfer fee and the unstable land transfer period caused by various factors, large operational risks and long-term risks will be formed for large agricultural products with low added value, such as grain. The other path is service scale operation. The main form of service scale operation is agricultural production trusteeship, which is the result of the full development of agricultural producer services. This mode can significantly reduce the cost of agricultural production and operation, and in comparison, it can avoid the risks brought by large-scale land operation, which should be attached importance to and supported.
