利益主体博弈与农村公共品供给的实证分析

运用博弈论的分析框架,以农户调查资料为主要依据,剖析了农村税费改革以后中央政府、地方政府、农民三个利益主体在农村公共品供给中的博弈关系,在此基础上得出了当前农村公共品供给总量严重不足、城乡差距不断扩大和同一地区的不同乡镇之间差异明显的严峻现实,并提出了进一步改革的对策建议。

An Empirical Analysis on Stakeholders' Game and Dilemma in Supplying of Public Goods in Rural Areas

The paper makes use of the analytical frame of the Game Theory,and is based on the farm households survey data,to learn the game relations among the three stakeholders of central government,local government and farmers in supplying of public goods in rural areas after the rural tax and fee reform.We can learn the serious facts are :on current,the total amount supplying of public goods in rural areas is serious short;The differences between the city and the rural areas extend and the differences of the same region are obvious.Suggestions are given to put forward to further reform.
