| 摘 要： | 2010年的中央一号文件再次锁定三农问题，文章提出要“加快改善农村民生，缩小城乡公共事业发展差距”，但城乡二元结构格局在我国由来已久，因此就城乡二元结构展开研究，首先描述了我国城乡二元经济结构的主要表现，然后分析其产生的原因，最后从公共财政角度提出打破城乡二元结构的措施。

| Abstract: | No. 1 central document in 2010 locked rural issues again, it proposed to speed up the improvement of rural livelihood and reduce the development gap between urban and rural public utilities, but the pattern of urban-rural dual structure has formed for a long time in China. This paper studied in urban and rural structure, first it described the main performance of urban-rural dual economic structure, and then analysised its causes, finally proposed the measures to break the urban-rural dual structure in the perspective of public finance. |
