| 摘 要： | ECFA框架下两岸已向彼此列出服务贸易早收清单并付诸实施。笔者认为大陆服务业开放应遵循以下基本策略:一要基于两岸产业比较优势,审慎把握大陆服务业开放的整体节奏;二要兼顾三中阶层利益灵活让利,力争使台湾大众广泛受益;三要建立跨部委的制度性服务贸易谈判咨商和内部协调机制。
