| 摘 要： | 借鉴欧盟经验,推进化学品管理制度的变革,需要努力实现化学品管理制度的统一化;引入化学品风险管理的预防性原则;改善化学品风险评估和风险管理制度;建立化学品风险管理的激励机制并促进化学品环境管理的透明度与公众参与。《REACH法规》的实施对于推动世界范围内化学品管理政策的变革,致力于消除化学品对人类健康和环境的负面影响,促进经济社会的可持续发展具有重要意义。

| Abstract: | Drawing lessons from the EU experiences,we should try to reform chemicals regulation,realize unity of management systems,incorporate precautionary principle,improve risk evaluation,establish incentives for chemicals management and facilitate access to information and public participation.REACH will definitely lead to legal reform of chemicals regulations the world wide,help reduce the negative effects of chemicals on human health and the environment,and promote economic and social sustainable development. |
