| 摘 要： | 党的十七大报告在全面贯彻科学发展观基础上再次强调全面振兴东北地区等老工业基地。在这一思想指导下，黑龙汪省作为东北老工业基地的重要组成部分，要把握这一历史机遇，适应国际市场经济全球化、企业国际化、一体化的变化趋势，结合本省经济发展实际，着眼全局，创新机制，发展配套经济，以增强本省经济的综合竞争力，全面振兴省域经济。
